<p><em>Funder expands flexibility, bolsters support for the Children and Youth genre, and supports collaboration between producers, broadcasters, and distributors to maximize financial resources.</em></p>



<p><strong>Toronto, May 1, 2025 — </strong>The Canada Media Fund (CMF) announced that we will invest <a>$346M</a> in the Canadian audiovisual industry during the fiscal year that started April 1, 2025.</p>



<p>“In 2025–2026 the CMF will expand the flexibility granted to applicants and encourage increased collaboration between producers, broadcasters, and distributors to further evolve the CMF’s funding model to respond to the industry,” says CMF President and CEO Valerie Creighton.</p>



<p>“Despite a lower budget, the CMF is implementing a number of significant initiatives that reflect Canada’s evolving screen industries: increasing support and flexibility for Children and Youth projects to address the unique pressures faced by producers working in this genre, continuing investment in the Distributor Program, enhancing our Interactive Digital Media programs, and shifting the administration of our Indigenous Program to the Indigenous Screen Office [ISO].”&nbsp;</p>



<p>“The growth and success of Indigenous stories has been remarkable through the investment in the ISO. The transfer of the administration of the CMF’s Indigenous Program to the ISO supports our belief that narrative sovereignty is critical to the continued success of Indigenous storytellers. We are excited to see the authentic stories that will be realized on all platforms through this new collaboration,” adds Creighton.</p>



<p>“It is an exciting next step in the growth of the Indigenous Screen Office to officially administer the CMF’s Indigenous Program. The CMF has been a trusted partner and collaborator since the very beginning of the ISO, and we thank their team for their continued support in this transition. This milestone reinforces our commitment to Indigenous narrative sovereignty, and we look forward to working with our partners to continue expanding opportunities for Indigenous creators,” says Kerry Swanson, CEO, ISO.</p>



<p>“The budget also includes the continuation of the designated funding announced in the 2024 federal budget for equity deserving groups. The communities we serve are grateful for the ongoing support from our private funders and the federal government’s commitment to support Canada’s screen-based sector,” Creighton concludes.</p>

<p>The CMF’s program budget is supported by revenue estimates for the coming year based on ongoing funding contributions from the Government of Canada, and contributions from Canada’s cable, satellite, and IPTV distributors (collectively known as broadcasting distribution undertakings or BDUs). Tangible benefits, recoupment, and repayment revenues from funded productions also support the program budget. While this year’s budget reflects a steady contribution from the Government of Canada, the CMF’s overall program budget has decreased due to BDU revenue declines and other key sources of revenue.</p>

<p><strong>Expanded flexibility</strong></p>



<ul class="wp-block-list">
<li><strong>More flexibility in make-up of threshold to unlock CMF funding: </strong>To provide more flexible and creative financing approaches, and to encourage increased collaborations between broadcasters, producers, and distributors, broadcasters are no longer required to contribute the larger share of the funding threshold for projects seeking funding through the Broadcaster Envelope Program. The amount contributed by broadcasters and distributors to meet threshold can be flexible based on the specific needs of each project.</li>
</ul>



<p><strong>Supporting Children and Youth content</strong></p>



<ul class="wp-block-list">
<li><strong>Carve-outs in Distributor Program:</strong> Producers that create Children and Youth content will have a guaranteed minimum amount of funding to access in a program where a broadcaster is not required to unlock CMF funds.</li>



<li><strong>Evaluation grid points and carve-outs in many production-stage programs:</strong> To support Children and Youth projects more broadly across our programs, evaluation grid points and carve-outs in linear and interactive digital media (IDM) programs will help projects compete for funding.</li>



<li><strong>International contribution to CMF threshold for production-stage Children and Youth projects: </strong>Non-Canadian broadcasters and streamers will be allowed to contribute up to 25 per cent of the minimum financial commitment threshold required to unlock CMF funds for Children and Youth projects in production, with a Canadian broadcaster and/or distributor making up the primary 75 per cent share of the threshold.</li>



<li><strong>Lower thresholds:</strong> Thresholds for Children and Youth projects across many CMF linear production-stage programs will be lowered.</li>



<li><strong>Increased maximum contribution in Broadcaster Envelope–Development for English- and French-language projects: </strong>Maximum contribution for development-stage Children and Youth projects (both regional and non-regional) will be the lesser of 75 per cent of the project’s budget or $200,000 (up from 50 per cent or $200,000).</li>
</ul>



<p><strong>Changes to Interactive Digital Media (IDM) programs</strong></p>



<ul class="wp-block-list">
<li><strong>Further distinguishing the Innovation and Experimentation Program from the Commercial Projects Program: </strong>The Innovation and Experimentation Program will now offer a track for lower-budget projects. The Commercial Projects Program will include concrete audience engagement criteria as part of its selective evaluation process.</li>



<li><strong>Introducing mechanisms to better manage demand for IDM programs:</strong> The CMF will cap both the number of submitted applications (per program and funding round) and active CMF files attached to each applicant. We will also introduce a two-step evaluation process for our Prototyping Program.</li>



<li><strong>Introducing funding caps across the country: </strong>We will implement a new policy where recipients from any one region in Canada will not receive more than 60 per cent of total IDM program funding per year.&nbsp;</li>
</ul>



<p><strong>Indigenous Screen Office (ISO) to administer the CMF’s Indigenous Program</strong></p>



<ul class="wp-block-list">
<li><strong>Applicants will now apply through the ISO: </strong>The ISO will now review applications for eligibility, select, and directly contract projects for funding.</li>



<li><strong>Rules and policies:</strong> The CMF and ISO will continue to collaborate on revising the rules and policies of the Indigenous Program, ensuring it continues to meet the needs of the Indigenous production community. Changes include revisions to the production sub-program’s evaluation grid and changing the development and predevelopment sub-program’s evaluation method from first-come/first-served to a selective process.&nbsp;</li>
</ul>

<p><strong>Toronto, March 27, 2025 — </strong>The Canada Media Fund (CMF) today announced that 17 projects will receive a total of $2,456,246 for the first round of the Changing Narratives Fund. &nbsp;</p>



<p>The 17 organizations selected for funding are all led by members of Equity-Deserving Communities. Seven are based in Quebec, four in Ontario, three in British Columbia, two in Alberta, and one in Nunavut. 10 projects will be led in English, and seven in French.&nbsp;&nbsp;</p>

<p>Announced <a href="https://clone.cmf-fmc.ca/news/cmf-administers-changing-narratives-fund-to-support-diversity-in-canadas-audiovisual-industry/" target="_blank" rel="noreferrer noopener">last October</a>, the Changing Narratives Fund is a $10M, three-year initiative from the Government of Canada that supports diverse communities and organizations in telling their stories and participating in the media and cultural industries by funding professional development activities that will increase the number of qualified and diverse creators in those sectors.&nbsp;&nbsp;</p>



<p>The CMF administers a $4,456,246 portion of the total $10M available through the Fund. A $1M disbursement will be made available in the 2025–2026 fiscal year.&nbsp;&nbsp;</p>

<p><strong>Toronto, March 26, 2025 — </strong>The Canada Media Fund (CMF) today announced the 13 Indigenous-owned and -operated production companies that will receive $50,000 through the Indigenous Company Impact Support (ICIS) Program.&nbsp;</p>



<p>Announced <a href="https://clone.cmf-fmc.ca/news/cmf-announces-indigenous-company-impact-support-program/" target="_blank" rel="noreferrer noopener">last January</a>, ICIS funding supports companies with projects funded by our Indigenous Program in 2022–2023 or 2023–2024. ICIS funding may be applied to a range of activities that promote professional and company advancement including company stabilization or growth, training and capacity building, community engagement, market access, marketing, accessibility support, translation and language services, and other activities as identified by applicants.&nbsp;</p>

<p><strong>Toronto and Vancouver, March 25, 2025 — </strong>The Canada Media Fund (CMF) and Creative BC (CrBC) today announced a joint $1M investment to support the growth of five video game studios based in British Columbia.&nbsp;&nbsp;</p>



<p>Announced <a href="https://clone.cmf-fmc.ca/news/cmf-creative-bc-launch-new-1m-program-to-support-video-game-companies-in-british-columbia/" target="_blank" rel="noreferrer noopener">in August 2024</a>, the <a href="https://clone.cmf-fmc.ca/program/video-games-business-development-program/" target="_blank" rel="noreferrer noopener">CMF-CrBC Video Games Business Development Program</a> allocates funding to B.C.-owned and controlled companies to develop creative intellectual properties, encouraging growth for mid-level and experienced studios beyond the constraints of project-by-project funding. The five successful applicants will each receive $200,000 in funding.&nbsp;&nbsp;</p>

<p><strong>Toronto and Montreal, March 21, 2025 — </strong>The Canada Media Fund (CMF) announced an investment of $523K in the business models of three Quebec-based production companies: Pixcom International inc., Cyril Chauquet inc., and Yzanakio.&nbsp;&nbsp;</p>



<p>This investment is granted through the Export Assistance Program (EXAP), led by the Quebecor Fund (QF) in partnership with the CMF, which supports export initiatives and marketing efforts for audiovisual content adapted to international markets and Canadian markets outside Quebec. The QF contributed $627K to four prodcos, including the three aforementioned companies and Productions Connect3 inc.&nbsp;</p>



<p>The CMF joined forces with the QF in 2017 to bolster the EXAP, which was launched in 2014. Since then, the CMF has contributed more than $5.4M to export models through the program. Combined with the QF's total contribution of $12.9M since 2014, the EXAP has awarded more than $18.3 million to 37 companies since its creation.&nbsp;&nbsp;</p>

<p><strong>Toronto, March 13, 2025 — </strong>The Canada Media Fund (CMF) today announced that 38 production companies will receive a total of $2,832,185 in development funding through our Slate Development Pilot Program.&nbsp;&nbsp;</p>



<p>The program offered two streams of funding in 2024–2025: one for applicants with a track record with the CMF, and a multi-step, selective, alternative-access stream for applicants without prior CMF-funded projects.&nbsp;&nbsp;</p>



<p>17 production companies with a CMF track record will receive a total of $1,257,185 through the program. Five of them are Francophone-owned companies, and 12 are Anglophone-owned. 40 per cent of the selected prodcos are entirely owned by shareholders belonging to a Diverse Community or an Official Language Minority Community.&nbsp;</p>



<p>21 production companies will receive $1,575,000 through the program's alternative-access stream. Seven are Francophone-owned, and 14 Anglophone-owned. 38 per cent of the selected companies are entirely owned by shareholders belonging to a Diverse Community or an Official Language Minority Community.&nbsp;</p>



<p>17 of the successful applicants are based in Ontario, eight in Quebec, six in British Columbia, three in Manitoba, two in New Brunswick, one in Nova Scotia, and one in the Yukon.&nbsp;</p>

<p>Launched in 2021 the <a href="https://clone.cmf-fmc.ca/program/slate-development-pilot-program/" target="_blank" rel="noreferrer noopener">Slate Development Pilot Program</a> offers more flexibility to Eligible Applicants and allow them to choose and fund their development projects without the requirement of an attached Canadian Broadcaster (or other activating entity). Since the program's inception, nearly $14.4M were allocated in development funding to a total of 182 productions companies.&nbsp;</p>

<p><strong>Toronto, March 12, 2025 — </strong>The Canada Media Fund (CMF) today announced the 2024-2025 cohort of 16 content creators selected for funding through the second edition of our Digital Creators Pilot Program.&nbsp;&nbsp;</p>



<p>Launched in the 2023-2024 fiscal year, <a href="https://clone.cmf-fmc.ca/program/digital-creators-pilot-program/" target="_blank" rel="noreferrer noopener">the program</a> supports the growth trajectory of mid-career Canadian digital content creators making short-form video content exclusively on YouTube, Instagram, TikTok, and Facebook.&nbsp;</p>



<p>12 of the 16 approved applicants create content in English, and four work in French. Five are based in Ontario, four in Quebec, four in British Columbia, two in Alberta, and one in Manitoba. Together, they have garnered more than 6 million subscribers and a over 900 million views of their video output across all their channels.&nbsp;&nbsp;</p>

<p>The 16 creators were selected <a href="https://clone.cmf-fmc.ca/our-programs/evaluation-juries/?_jury_fiscal_year=2024-2025&amp;_juror_type=digital-creators-pilot-program" target="_blank" rel="noreferrer noopener">by a jury comprised of peers from the digital creation ecosystem</a> and CMF Program Administrator analysts.&nbsp;</p>

<p><strong>Toronto, March 11, 2025 — </strong>The Canada Media Fund (CMF) today released the third edition of <em>Perspectives</em>, a publication by our Foresight and Innovation team that dives into topics of interest for the Canadian screen industry. In this new edition, titled <em>The Currency of Audience</em>, consulting firm Nordicity and our team look at the interplay between audiences and intellectual property (IP) and how it strengthens the media sector.&nbsp;&nbsp;</p>

Funding IP development offers a potential new plank of support to help creators compete in an international market—if that IP is tied to audience engagement strategies. </li>

<li><strong>Underserved markets are a key growth area for domestic success and international exportability.</strong> IP that is developed through culturally specific lenses has been proven to succeed not just within those communities, but across markets. Canada's diverse population of storytellers and audiences offers a strategic opportunity for market expansion. </li>

<li><strong>Children and Youth consumption habits have led to new pipelines for IP and content development.</strong> Echoing the transmedia trend of the 2010s, Children and Youth IP is consumed across multiple platforms. Given how digitally immersed kids are today, leveraging digital platforms as a valuable tool for IP development can offer a more informed and future-proofed method for retaining those audiences. </li>
</ul>



<p><em>The Currency of Audience</em> emphasizes a fundamental shift in how content is created, distributed, and discovered, arguing that IP is not just an end product, but the underlying narrative, world, or concept that can generate multiple stories across various mediums. The report stresses that successful IP development must be audience-driven, with early engagement playing a crucial role in discoverability and long-term success. Ultimately, it suggests a way forward for the industry to empower creators, promote audience engagement, and ensure the long-term resilience of Canada’s screen-based industries.&nbsp;</p>
